Open the door of the thermostat and you will notice a slider.  This slider allows for an approximate adjustment of 2 degrees above and below the setpoint of 68 degrees (66-70).  Also note there is an indicator light at the lower right hand corner of the thermostat.  This light indicates whether heat is enabled for the room.  If the light is off, either heating has not been enabled for the residence halls yet, or a window is open.  Anytime a window is open, heating is disabled for the room.
