"I've been doing this for 13 years and this is the first time that I think we've seen these cuts being made," said Doug Cutchins, president of the National Association of Fellowships Advisors. "It's been a trend in the opposite direction — things being added on, things being created ... I think it's beginning to reverse that, which is really unfortunate because we already have a lot more students who are worthy of winning these types of awards than are able to go off on a Mitchell, a Marshall or a Rhodes."
